It is fair to say everything makes a sound- in fact, this is solid scientific reasoning. However, whether we can hear it is another thing, since our range is very limited (can't remember what the numbers are, this is easily searched).
However, I do think that the buzz we hear when it's completely quiet is electric (that is, the sound of electrons moving) but in our ears, more specifically in the little hairs that are in our middle ears, who are polarized, and the polarity change is what our brains use to convert the electric impulse to sound.
So sure, it's possible- but I think the mechanism for this is very sophisticated, and there are many factors to consider.
