Hi:

I had that problem when I was younger.

First off, relaxation is not only a question of will, there's a biochemical background that affects a lot the overall result. I mean, if you use to eat simple sugars in your diet (sweets, pastry...), stimulants (coffee, chocolate, energy drinks, some sorts of teas...), and plenties of animal proteins, your body will be in a state of nervousness that won't let you relax appropriately.

Second, as yoga states, your mind's control is in the respiration. If you learn to control how you breathe, you'll be able to put your mind in whatever state you'd like. Have a search at google with the word "pranayama" (the sanskrit term for respiration).

And third, there's a frontier in between being awaken and being asleep. If you learn how to wander in that path your body will automatically achieve great states of relaxation.

Good luck!
