I think the word "dormant" is misleading, since it implies that the chakras are doing absolutely nothing, which, in my opinion, is incorrect.

I like to think of chakras and abilities that involve moving and sensing energy as analogous to muscles; if you use them, challenge them a little bit (without overusing and injuring them), then over time they will strengthen and become more effective. If you do not challenge them, then they atrophy and remain weak. "Weak" does not mean dormant... chakras are doing their part as part of the human energy body even if they are not necessarily strong, just as most people can use their legs to walk even if they're in poor shape and can't run very well.
