No. Schools and universities use computers that you would find in the garbage in the US or Europe. Think Pentium II or III, beige cases with lots of yellowing. Loaded down with all the latest pirated operating systems, bloatware and enough viruses to make you wanna wash your hands after powering one on. You've got time to take a whole shower, cause its going to be at least 30 minutes before that sucker boots. And THATS if there are any readable sectors left on the hard disk after all the mid-session power failures.

Businesses are in a little better shape usually, flat panel monitors are almost the norm nowadays, and you will probably find Pentium IV's or at least celeron D under the hood in most cases.

Core 2 Duo, quad core processors, dedicated GPU's, SATA hard drives and over 512 MB of RAM are pretty much only going to be found in the hands of a few privileged enthusiasts who have made recent purchases.
