which brings us back to needing first world people (proper work ethic, education, norms, ability, ect.) to start with.

if i remember correctly from my undergrad years - the hardware differences across people are small (even though they do exist). main differences are in work ethic, and apparently the PWE (protestant work ethic) cultures are most effective in getting things done.
