It means it will be difficult to activate here. With world phones with sim card it's pretty easy to unlock it and activate it and use both phone and data but CDMA is a bitch when it comes to unlocking and switching network. I've learned my lesson when I try to activate Verizon CDMA phone here awhile ago. I was lucky that I purchased it on a reputable website and able to return it without any problem.
