why is Wozniacki not being bumped to the #2 seed and its corresponding place in the draw?

It's because the day's order of play had been released already but play had yet to start, so the next highest ranked person to miss out on a seed took the empty slot. If she had pulled out after play had started for the day then it would have been taken by a Q/LL and if she had pulled out before the OOP had been released then the spot would have actually been taken by Radwanska, the highest seeded player in the next tier.

It really just came down to a timing issue but they never would have moved Woz because that would have required a complete reshuffle of the draw which I believe would have affected some already scheduled matches.
