It's very common to award games based on promises to do this or that. Usually it's about infrastructure (public transportation, hotels etc.), this time about clean air...
I understand that promises are made. I'm just surprised that ... well, I shouldn't be after the debacle concerning how the winter Olympics were awarded to SLC ... anyway, it's hard to believe they would award the Olympics based on a promise to improve the air quality. Bad move. Might be the last time for that brilliant manoeuvre.
