They are complete *ssholes with the schedule and don't care. I am embarassed to have been a USTA member for so long and I hope they choke on their martinis tomorrow. But pigs will be pigs at the expense of good competition. At least I am glad that all the Americans are on the shit end of the stick because they get what they deserve from a marketing standpoint. They don't remotely care about a fair tournament and very clearly did not care when Juan Carlos was the loser. Now we can watch Djokovic or whomever from that half of the draw prance around with a half earned trophy.
Well, this is just their schedule for right now. No one has had 2 days in a row rain out for 40 years, so they are still in the "doing what they know" mode. And ordinarily, keeping the tournament on track to end on schedule is what they do.

We don't know what the weather will look like tomorrow or any other day this week. Or, what the schedule will look like after tomorrow should they even have the opprotunity to get through these matches. From what I understand, it looks like rain for large parts of the week. I imagine, just like today, if they can only do some matches, it will be from the bottom half of the men's draw and the rest will be scrubbed.

Personally, I plan to hold off on saying whether or not the trophy is earned. All of the players are equally just trying to get through the next few days. And while complaining to them isn't a bad idea if you want to have some chance of effecting change, indicting them beforehand isn't particularly effective. You'll have the next 40 years to complain about the outcome. Try to enjoy whatever tennis is left.

I'm not particularly optimistic about it, but maybe the USTA will find some way to not make you feel shamed for ever having been a member.
