Meanwhile, I can't decide if they're trying to diss David Ferrer or Florian Mayer by putting them on 17!

I thought they are actually trying to sell Court 17 as a "secondary" venue court, meaning that it is quite nice. I haven't seen pictures of it, so maybe some TAT'er that has been there can tell us.
So maybe it is an "honor" for the court.
