Most certainly Serena more than Venus, but there are some other minor examples from her as well...

Anyway whatever suits her, I don't really care (besides such good views are only available in still photos). However, most other players (including some very attractive ones) don't dress like that and one can ask why do it?

One can also ask, why not? Are we going to force the guys to go to the locker room to change their shirts? What's the difference between the shape of a woman's butt and a man's bare chest?
