I think you should do a design anyway and submit it through a U.S. resident.

You are hereby my manager for all contests restricted to US citizens and/or areas wherein a product is sold that excludes the Netherlands.

I'll only take part in contests where the prizes are given away in $ so as to avoid having to cut anything into pieces. We'll need to talk about what you consider a fair % to take on this role.
