Spain vs Serbia
France vs Slovak Republic
Germany vs China
Argentina vs Ukraine

(Way too much luck for Argentina and Ukraine and way too little for France and Slovak Republic)

World Group II play-offs

Belgium vs Canada
Estonia vs Israel
Poland vs Japan
Australia vs Switzerland


I think it will be Serbia, France, Germany, Ukraine, Belgium, Estonia, Poland and Australia.
Fed Cup's upper draw is so tiny. Is this the right scenario?

Four teams already in the 2009 semis are guaranteed top group for 2010. The four winners of the WGI play-off matches make up the remaining 2010 quarterfinals/first round.

What do the winners of the WGII playoffs get? NEXT YEAR they each play ties against one of the four losers of the WGI '09 playoffs for the chance to play one of the 2010 QF losers for the chance to be in the 2011 QFs? Is this correct?

Now my head hurts, but that would explain why it's taken a country like Serbia so long to get near the top group.
