Yes, you can only move up one "level" per year. World Group I (eight teams) is the top level, World Group II (eight teams) is the second level, the zonal groups are the third level.

It looks like Serbia's problem is that they've struggled to get out of the zonal group. In 2006 they lost to Israel in the zonal 1st-to-4th (whatever that is) playoff (Peer defeated Ivanovic, and Jankovic didn't play). In 2007, they got to the World Group II playoff, but lost 4-1 to the Czech Republic (Hantuchova, Cibulkova) as Ivanovic didn't play.

Serbia has no depth . They have two of the top five (ten?, fifteen?) players in the world, but if one of them can't play, their next singles player is a BIG step down.
