Doesn't the ITF require minimum seating to be 12,000 and that is why the Orfeo is problematic and why importing a roof for Parque Roca is seriously being considered?

As I understand it Parque Roca is the only place in Argentina with more than 12,000 seats. Of course they could put hard courts there, but the team prefers very fast indoor carpet (like St Petersburg or 2005 MC)...
