I expected him to do better in smaller events, where he doesn't have to play top players early (or at all!). But, he really hasn't.

Look at Gasquet. He has had a horrible year. HORRIBLE! He is 24-17 through today.
He had poor results prior to RG but after that was very decent. The only really bad match he played was at Toronto against Acasuso. The rest of his losses are to pretty good players:

Murray at Queens,
Nadal at Wimby, 2nd round, very tough draw
Novak in Cincy, 1/4 finals, decent result
Davydenko, Beijing, 1st round
Roddick at US Open


those are not exactly 2nd or 3rd tier players...

This result in Romania I wouldn't take seriously as his game probably needs few weeks to re adapt to clay once again.
