No, that's not actually what I meant, I was just wondering why they cited Sargsian's "history" - I don't remember any other issues.

It also couldn't really be that Sargsian was the (only) suspect. He was not the one retiring up a set.
They were cleared in 2005, btw.

Irakli Labadze was fined earlier in 2005 for allegedly throwing a match on which his friend had a bet, though.
