I've seen this word mentioned a few times and I gather it's a TAT joke. What does it mean?

Have you been to The Dumpster? It's quite self-explaining.
Anyhow it refers to the action of posting inappropriate things that would send a normal E rated thread to the Dumpster -home of the R rated threads.
