I think the Vilma penalty is harsh. It's more of a institutional problem and was encouraged by coaching and management. They should pay the higher price. Although I've read that Vilma restructured his contract a little while back to make $1 million of his 2012 salary a bonus. So he does get that, but losing a year of playing in his prime is unfair under the circumstances, IMO.
