I throw facts out there so you can't disagree with everything.

Salary caps don't help parity, football parity hasn't really changed with the salary than before it had the salary cap, most of the illusion of parity is the result of a large pool of post season teams.
If "parity" means a changing cycle of teams in a championship game, then you are correct.
But parity is about the talent gap between the best team and the worst team, and how quickly that gap can be overcome via the rules.

A team in the NFL is more likely to go from worst to first than a team in MLB-- in fact, I think the NFC South has a strong tradition of it.
So no, a salary cap doesn't in and of itself make a badly run team get better...But it makes it easier for a bad team with a smart GM to bridge that gap quickly, while also bringing about the eventual decline in talent of the top teams.
