It's one instance in a long series of events signalling this. Goodell has a hard-on for slamming people who undermine safety in the NFL. It will only continue and get worse.

Bounties aren't a problem in the NFL. If a player hits a player outside of the rules of the game, that's why we have referees to throw flags or eject players.
