How many warnings does this guy need? I think the league needs to start making these penalities more severe for these vicious hits to the head.

1st offense - fine
2nd offense - fine/1 game suspension
3rd offense - fine/2 game suspension w/o pay
4th offense - fine/4 game suspension w/o pay
5th offense - 1 year suspension
