The reason it wont ever be in Lambeau is that Green Bay doesnt have the infrastructure to support the event. Especially after the disaster that Jacksonville turned out to be.

But this should open the door for Chicago.

It should open the door for a lot of other stadiums. Tough to make the argument to the owners in New England or Seattle or Denver or Chicago, etc. that they can't have the Super Bowl there after they've now broken the cold weather rule.
