Why do we need to have the kicker be the pivotal player in OT? What is this, soccer?

10 - 13 OT win by the Steelers

Reed 2-2 FGs (1 in OT)
Bironas 1-3 FGs (0 in OT)

So, going back to regulation, the kicker was the pivotal player. Football? Foot, seems like the emphasis would be on kicking.
