If he takes the deal, I doubt he plays again, though it might be possible. As he gambled, but didn't bet on the NFL, he'd have grounds for reinstatement.

Two NFL players were gambling in Vegas and got in a fight a couple of months ago... Joey Porter and some guy from the Bengals, I think. No issues there.

Goodell could use the Gambling clause to suspend Vick for the season, but not a career banning. It wouldn't hold up in court (and you KNOW it would go there).
Of course, the NFL is a business. A business has the right to refuse employment to anyone. I'm not exactly sure how it would pan out.
