Of course, the NFL is a business. A business has the right to refuse employment to anyone. I'm not exactly sure how it would pan out.

Except the NFL is also a unionized workforce - as such, you'd have to either have the suspended for a reason, or you have to let the teams choose to hire him (or not) independently.

You think that some crappy team like the Raiders last year wouldn't have offered Vick a contract, and let the PR be damned?
