The lower class neighborhoods got hit hardest. Mainly because they're primarily the ones on the lowest elevation, and there's probably a lot more resistance to rebuilding in the same place because of said elevation.

Concrete abutments and 12-story buildings >>>>>> wooden frame houses.

At least vs. a hurricane.
