Again, this makes no sense, why not give the extra hour before the games?

Several reasons:

1) It's not your ruling; it's YOM's. Since he is doing the game, he gets to pick the time.

2) It takes a mere what 5 mins, even slow thinking, to do the picks. I will even say 10 mins if you want to "study". Bitching about an hour seems petty.
