Dave, he didn't have to give him room. Pastor couldn't make the pass so should have given room. Bet he would have done if it was a wall there but he kept his foot in and went off track. Look at it again.
You do have to leave room, it was clarified for 2012. My bold:

20.3 More than one change of direction to defend a position is not permitted. Any driver moving back towards the racing line, having earlier defended his position off‐line, should leave at least one car width between his own car and the edge of the track on the approach to the corner. Lewis didn't give Pastor room, and forced all four wheels over the white line marking the edge of the track. What Maldonado did next was bone-headed and dangerous, but he should never have been put in that position in the first place.
