lets try it in context we would understand. If someone said:

"with so many Africans in Minneapolis, at least the West Nile mosquitos will be eating food from their own home."

would people consider that racist? I would say it is pretty racially insensitive to say the least.
What if was, "With all these folks from MN here for the Olympics, at least the mosquitoes will have some homecooked meals to eat"?
