I do not know about the specific issues for the dogs at Best Friends, but I know a lot of the "rehab" was to basically make these dogs be "normal'. Normal meaning they could exist in a home environment with a family, possibly other animals, and just deal with every day life. Besides the time at Vick's compound, these dogs then had to endure six months in a kennel until being transferred to their rescue organization - six months in a kennel with very little socialization can be very stressful and emotionally traumatizing to the best of dogs. Ultimately, a lot of these dogs were undersocialized...add this to DA (if in fact the dog is DA) and it makes it hard to consider that dog adoptable.
