This is called paraphimosis and it is a medical emergency. A vet recommended pouring sugar (water) on it to get it to go down, but you will have to have the opening surgically enlarged.

What are you talking about? Yes if it happens and you catch it right away sugar will allow the swelling to go down. And not all cases do you need to open the prepuce.

This case was not as simple as just the penis being stuck. I wish it was. That is an easy fix.

But add a few days being stuck and the dog trying to bite his penis off due to the pain and discomfort. And then allow infection to set in. And time for necrosis to set as well.
