I'm in P2 & yesterday I tried just protein (chicken) for lunch & then a steak & tomato for dinner.
Sad, I was exactly the same this morning.
Do one with either skipping lunch or have 100 grams of steak for each lunch and dinner and try an apple with the dinner steak instead of the tomato...several people (including me, seem to have trouble with the tomato & beef combo in P2).

But I have noticed a difference if I have only steak for the protein that day.
