It's called coprophagia. Most of the time, it's normal and harmless but it can be caused by vitamin imbalance. Studies have showed that an insufficiency in Vitamin B1 can cause them to eat poop. I'm not sure if this incidence is connected but you did mention that he has pre-existing neurological issues and I remember that Vitamin's B1, B6, and B12 are for the memory.
Bitches eat puppy poop to protect their newborns from predators.
There are also instances that in a pack of dogs, the submissive one will eat the poop of the dominant dog.
Lastly, you could try using stool deterrents to keep him away from it. I hear pumpkin and pineapple works for other people. And you could always keep the environment stool free- just to be on the safe side.
