My cat does the same thing...actually doing it now as I type. She loves to naw on the bag, lay on them like a blanket and play around with them. She likes to jump into the bags like a person jumps into a pile of leaves in the fall. I don't know what it is either about cats and plastic bags, but I'm sure to keep an eye on her so she doesn't injest any plastic. It'a ironic, you spend money on toys and they end up playing with your leftover grocery bags. Go figure!
Yeah I don't want my little fuzzball to actually EAT any of it, but even the smallest bit of plastic on something, and he is all over it. I have given up on buying cat toys for him to play with, he just doesn't take any notice. His favourite toy ever, was an empty cotton reel, followed by an odd sock I stuffed with fresh catnip. He also has a thing for the seals you get on plastic milk cartons, and if I'm ever trying to tie shoelaces, it takes me extra time due to the fact that he tries to 'help'.

And plastic coathangers. He manages to drag them off. I found one in his cat litter tray once.
