There would have to be influencing factors involved. Here in Florida we appreciate the shit out of FEMA’s response. We are told though to have enough supplies for three days as it takes a while as response teems are at home when called and need to pack and organize themselves and equipment.

That's because in Florida you don't have generations of uneducated and lazy trash living off of government welfare. You have mostly working class people who take responsibility for themselves and have at least half a brain to know how to prepare for a disaster common to their region.
