Possibly, but then what about the people on the Mississippi and Alabama coasts who got smacked by the hurricane. The Mississippi coast got it worse than Louisiana did. The towns and cities in AL and MS are practically back to 100% full recovery now as well as the New Orleans suburbs, yet New Orleans is nowhere close.

Why do you suppose that is?

He's accomplishing the same thing for the recovery that he did for the evacuation - the square root of bugger all.
