I am sorry, is it still and "emergency" situation in New Orleans? That is one of the problems that FEMA faces, it is saddled with far too much responsibility (including apparently being expected to have to be prepared for democrat run state and local governments to utterly and complete fail in their own responsibilities). FEMA's role should be OVER by now. If the state and local government need financial assistance to take care of things over a year after the actual emergency, we can discuss the legitimacy of that. But to assign ongoing repsonsibility to an agency whose primary (and in my mind SOLE) responsbility is EMERGENCY response is absurd. It's would be like making Fire Departments responsible for cleaning up and long-term care of the victims of fires.

After 18 months shouldn't people have been expected to do something for themselves?
