When it's unofficial it's a rare occurance.

Actually, it would make sense that, if it's unofficial, it would happen more often...

When we declare ourselves to be a torture country, we lose our honor. When, exactly, did we "declare" that we're a "torture country"? Did I miss that particular news conference? Whow as it that stepped up to a microphone and said "We, the United States, torture people"?

When did that happen?
