Interesting, looks like the states have a good way to circumvent federal law here.

And since this administration happens to agree with this particular states attempt to promote states rights over federal law I do not see the justice department really doing anything about it. However that may not be the case with the next administration. Too bad they can't or don't honor states rights decisions in other areas.
