So the bomb squad isn't supposed to be trained in any way about how bombs are made, simply how to blow them up in a bunker? That makes me feel safe to know that their job doesn't require any knowledge, or judgment.

Certainly, nobody who wanted to injure someone with a bomb would disguise it to look like a harmless object, right?
