Certainly, nobody who wanted to injure someone with a bomb would disguise it to look like a harmless object, right?
No one can make a bomb sufficient to kill someone or even damage the structures it was attached to which is shaped like that.

Lets say those weren't really batteries, lets say they were explosives, then there are two problems, one, what the hell has been powering the lights for the past 2-3 weeks, but two, not only does the volume of 4 C batteries (they might be D but it doesn't look like it) not amount to much in the way of explosives, it certainly isn't going to be able to take down or even damage a highway underpass. The explosive force would take the path of least resistance, and would have a complete lack of shrapnel.

So lets think about this, a circuit board 1 mm thick has LED lights attached to it, and batteries connected by a single wire, powering those lights. There are a few magnets on it and people have already stolen them without any injury. There are no explosives, no sign of explosives, no place to put explosives. The item is completely basic in its design with no frills whatsoever.

Now a cardboard box, could legitimately have a bomb in it, hell, it even has a third dimension to it and room where you could fit an explosive device in it. Should we explode all cardboard boxes we see? What about cars? Unlike flashing LED circuit boards which are used for all kinds of advertisements, they have a far longer history of being used as bombs. How about we blow up every car which is left unattended for more then 15 minutes? Because the terrorists might have put it there!

In fact lets blow up the pieces of paper that people staple to telephone poles, because the terrorists are apparently in your estimation, so devious, and so cunning that they can fit bombs into sizes that our own military cannot match. Then they attach lights to these bombs for some reason and put a character from a US Cartoon Show on them just to show how much they hate our culture! Then they put them up in ten cities, but the only ones which are a threat are the ones in Boston, because every other city apparently had a cop which used common sense.

Do you actually look at every piece of roadside debris, every billboard, every piece of graffiti, every improperly parked car, and suddenly jump to the conclusion that 'It must be the terrorists'. If so I pity you.
