I'm pretty sure even the "make my day" laws don't allow you to carry a concealed weapon. And, in every case I've ever heard of, "under the seat" in a car is considered "concealed".

Yep. It'll catch up with him eventually. I just hope he doesn't end up hurting/killing an innocent.
