The current President, George W. Bush, has indicated that he does not intend to submit the treaty for ratification, not because he does not support the Kyoto principles, but because of the exemption granted to China (the world’s second largest emitter of carbon dioxide).
It's offtopic, but I only want to note here that if Kyoto granted China to emmit as much CO2 per citizen as the USA, China's economy could continue to grow with the same speed until 2060. By now, China as signalized several times that it understands that it has to make sacrifices on the climate change issue, sooner or later. I say let's make it sooner and make a second treaty, a treaty which is worth something.
