That assumes a simplistic scenario. That all jobs have competition, that all jobs have equal availability, that all jobs fit all employees, etc, etc..
All "minimum wage" jobs do have competition. They tend to be warehouse or assembly type jobs. And others of course. It is simplistic, because at that level of employment, business is very simplisitc. If you've stocked soda in a warehouse, you can stock wire and cable and so on. If you've driven a forklift, you can drive it anywhere.
