The ones looking foolish are the Republicans who voted in favor of it, and then bitched because, essentially, they didn't know what it said.

Any of the rank and file conservatives here care to explain that?

I've got an idea: If you're going to vote on legislation, how about you read the fuckin' thing? How about that?

Are we supposed to expect our leaders to actually work? Anyway, this is the only good thing about the legislation: both reps and dems look like complete fucking idiots and/or fakes. The sooner they are out of power the better.
