The State of the Union address takes place in the House chamber, not the Senate ...'cuz the House chamber is bigger.

Not sure about the stars.

When I was a kid, I got to sit in the Speaker's chair (my uncle worked for Speaker McCormack), but any memory of stars on the backs of chairs/benches is long gone. Sorry.
