can you name some times when they did issue a alert, and nothing else was happening simultaneously? no elections ? speeches? conventions? trials (abramoff or any other ones)

There were a few occasions, but the timeline (can't remember where I saw a visual one) is very interesting. There's a remarkable amount of coincidence.
