can you name some times when they did issue a alert, and nothing else was happening simultaneously? no elections ? speeches? conventions? trials (abramoff or any other ones)

I think, with all the issues that this administration has, that there really isn't a time when something isn't going on.

So be default, every security alert comes at a time when something is going on.
