How does any of this (the school part) relate to privatization of schools/education though?

With a voucher system the individual will be free to spend the government provided money on any school they choose (including private schools). Since private schools regularly out perform public schools in educational services there would be a huge growth in private schools as students are allowed to attend the best producing schools.
